Professor Ann M. Lousin spoke to the Hyde Park Herald about why Gov. Pritzker cannot repeal a 1997 Illinois state law that bans rent control and does not allow for rent freezes. Lousin said, “No executive order can repeal a state statute that forbids something. For better or worse, the General Assembly has forbidden local rent control ordinances. No executive order can go against the prohibition.”
