Joe Kearney, associate director for career services, was published in The Illinois Municipal Policy Journal. His article “Taxes and Trust: Lessons for Leaders as Illinois’ Constitutional Home Rule Authority Approaches its Fiftieth Year” appears in Volume 1, Number 1 of the Journal. It will be distributed to every member of the Illinois General Assembly, as well as mayors, elected officials and professional municipal managers throughout the state.
